Articles New York City and Downstate Courts Will Re-Open for Electronic Filing of New Non-Essential Matters on May 25, 2020 By Bruce S. Goodman | May 22, 2020 New York’s Chief Administrative Judge has issued an Administrative Order permitting the electronic filing of most new non-essential matters beginning Monday, May 25, 2020. Prior to this Order, electronic filing of new non-essential matters was limited to certain upstate regions. The newly issued Order encompasses courts in New York City (New York, Bronx, Queens, Kings, and Richmond counties), Long Island (Nassau and Suffolk counties), and the Mid-Hudson region (Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester counties ). The Order provides that starting May 25 e-filing, including the filing of new non-essential matters, will be restored. The restoration is limited to cases in which represented parties file and serve papers electronically. Unrepresented parties may file, serve and be served papers through non-electronic means. This welcome news will permit stalled civil litigation to proceed by allowing parties to commence lawsuits, although we anticipate that the clerks in New York City and the downstate counties will be dealing with significant backlogs in the near term.
